Data is seen painting this picture in his quarters in the Star Trek: TNG season six episode #242 “Birthright Part I,” which aired the week of February 22, 1993. While working on a cylinder in Engineering a tendril of energy is released that jolts Data to the floor. When he gets up, he finds himself in an eerie, surreal vision in one of the Enterprise's corridors with Dr. Noonian Soong. When he comes out of his vision Captain Picard encourages Data to explore what the vision represents to him personally. Data then returns to his quarters and paints various pictures of what he saw in his vision. “After I painted smoke, it occurred to me to paint a bird's wing. I then drew an entire bird. A flock of birds flying in formation. An individual feather. If the image of a bird is related to my vision, I do not understand how.
